Great question! No, in fact the bird-like head, with its red nostril projection, represents the Feathered Serpent god Quetzalcoatl, wearing his characteristic orange-brown head ornament, in his guise as the wind (Ehécatl).
Quetzalcóatl presides over (rules) the second ‘Sun’ or world creation, but this world ends up being destroyed by Tezcatlipoca (‘Smoking Mirror’), and the inhabitants of the world are carried off by fierce winds...
